• Built NEMSU Data Hub, a multi-campus file and submissions platform. Go services for resumable (tus) uploads and PDF signing, ClamAV scanning, S3 and local storage, ONLYOFFICE in-browser document editing. Live across all 4 campuses.

Province of Surigao del Sur

• Built the province's E-PDS system and tourism analytics dashboard, digitizing 500+ civil-servant records and tracking visitor data for planning.
• Cut reporting response times by ~60% by resolving N+1 bottlenecks and adding indexes on legacy applications.
• Introduced Git/GitHub and modern dev tooling, standardizing branching, code review, and deployment across government projects. Mentored 3 engineers.
• Delivered internal tools: GSIS deduction processing, BIR tax reporting, an SMS service, a Java Android 201-files app, and an uptime monitor, cutting manual paperwork.
• Built an offline AI transcription tool for the provincial board with CTranslate2 and Python, local speech-to-text, so confidential audio never leaves the machine.

• Built a faculty evaluation web app with Python NLP sentiment analysis, used by 3,000+ students.
• Coached capstone teams through system design, stack decisions, and implementation, turning academic requirements into shipping software.
